When you are out enjoying the summer weather, you will notice a parked car with a cracked window. There is a little breeze, it’s a beautiful day. But as you walk into the car, you see a panting puppy in the back seat and it looks like the dog has a temperature.
What do you do?


1. Arizona : ARS § 13-2910
It is illegal to leave an animal “unattended and trapped in a vehicle when bodily injury or death results in it.”

2. ca: cal. Criminal Code § 597.7
It is illegal to “leave or confine an animal to any motorized vehicle unattended under conditions that endanger the health or welfare of the animal because of heat, cold, lack of adequate ventilation, lack of food or water, or other circumstances in which suffering, incapacitation, or death of the animal can be foreseen.”

3. Illinois: 510 ILCS 70/7.1
It is illegal to “confine any animal to a motor vehicle in such a way as to put it in a condition threatening life or health through prolonged exposure to extreme heat or cold, without proper ventilation or other protection from heat or cold.”

4. Maine: 7 MRSA § 4019
The law states that a window can be broken if the “safety, health, or welfare of the animal appears to be in immediate danger from heat, cold, or lack of adequate ventilation and the conditions could reasonably be expected to cause severe suffering or death.”

5. Maryland Code: MD, Transportation § 21-1004.1
It is illegal for a cat or dog to be in a vehicle “permanently or parked” in a manner that endangers the health or safety of the cat or dog. “

6. Minnesota: MSA § 346.57
A cat or dog cannot be “unattended in a permanent or parked vehicle in such a way as to threaten the health or safety of the dog or cat.”

7. North Carolina: NC ST § 14-363.3
Illegal = “An animal confined to a motorized vehicle under conditions likely to cause suffering, injury, or death to the animal due to heat, cold, lack of adequate ventilation, or under other endangered conditions.”

8. Nevada: NRS 574,195
A cat or dog cannot be “unattended in a parked or standing vehicle during a period of extreme heat or cold or in any other way that endangers the health or safety of the cat or dog.”
9. New Hampshire: NH Rev. Stat. 644: 8 aa
“It must be cruel to confine an animal to a motor vehicle or other enclosed space where the temperature is so high or low as to cause serious harm to the animal.”

10. New Jersey: NJSA 4:22-26C
A living animal or creature [لا يمكن أن يكون] unattended in a motor vehicle under inhumane conditions adverse to the health or life of a living animal or creature.”

11. New York: New York Agricultural. & Mkts. § 353-d
“A companion animal cannot be confined to vehicles that are extremely hot or cold without proper ventilation or other protection as confinement places a companion animal at imminent risk of death or serious injury due to exposure.”
12. North Dakota: NDCC ST 36-21.1-03.1
Illegal = a dog or cat “unattended in a vehicle that is stationary or parked in a manner that threatens the health or safety of the animal.”

13. Rhode Island2014-S2312A
“No owner or person shall confine an animal to a motor vehicle which shall be done in such a manner as to place the animal in a life-threatening or seriously threatening condition to health by exposing it to a prolonged period of extreme heat or cold, without proper ventilation or other protection from heat or cold. “

14. South Dakota: SDCL § 40-1-36
“No cat, dog or other small animal may be unprotected in a permanent vehicle or parked in such a way as to endanger the health or safety of that animal.”
15. Vermont: 13 VSA § 386
Breaking the law = leaving an animal “unattended in a standing or parked vehicle in such a way as to endanger the health or safety of the animal.”

16. West Virginia : W.Va. Code, § 61-8-19E
Criminal behavior = leaving an animal “unattended and trapped in a vehicle when bodily injury or death is likely to result.”
